Article I:

Mission Statement:

Section 1. The mission of Colorado state chapter of the Collegiate National Association for Music Education, hereafter referred to as Colorado CNAfME, is to advance music education by encouraging the study and making of music by all. The mission of the Colorado CNAfME chapter shall be to unite the university NAfME chapters and music education programs throughout the State to provide students with a resource that will help them grow as educators and musicians. Colorado CNAfME shall also operate as an extension of the Colorado Music Educators Association, hereafter referred to as CMEA, in order to represent collegiate interest in the Clinic/Conference planning and preparation.

Article II: Membership 

Section 1. Membership in Collegiate NAfME is open to all students enrolled in a music program at a Colorado University, and students may enroll at any point throughout the year. Membership at this level of Collegiate NAfME entails the following duties of the Local Member.

A. Local Member Duties

1. Local Members are those who qualify only as part of their local university chapter. They pay only their local chapter dues and can participate in any on campus events or activities

2. . Local Members cannot participate in state chapter run events or run for state chapter positions, but they are allowed to attend and observe local chapter meetings.

Section 2. Membership in Colorado CNAfME is open to all students enrolled in a music program at a Colorado University. Membership at this level of Colorado CNAfME entails the following duties of the General Collegiate Member.

A. General Collegiate Member Duties

1. General Collegiate Members are those that pay national, state, and local chapter dues. These members can participate in their local chapter’s events and activities, and the state chapter’s events and activities.

2. General Collegiate Members are required to attend the annual Colorado CNAfME General Assembly Meeting at 9:00am on the Saturday of the annual Clinic/Conference held in Colorado F. 3 3. General Collegiate Members that are also serving as their respective local chapter president are required to attend the annual Colorado NAfME President’s Meeting at 8:00am on the Saturday of the annual Clinic/Conference held in Colorado F. 4. General Collegiate Members are eligible to run for office in the state chapter at the annual CMEA Clinic/Conference. See Article IV, Section 1. for more information on Elections.

Article III: Colorado CNA​f​ME Officer Positions and Responsibilities

Section 1. Colorado CNAfME will confer on the officer positions of President, President­Elect, Secretary of Communication, Instrumental Representative, Vocal Representative and General Music Representative at the Saturday General Assembly of the annual CMEA Clinic/Conference The aforementioned officer positions shall comprise the Colorado CNAfME Executive Board. The duties of the aforementioned officer positions are as follows.

A. Colorado CNA​f​ME President

1. The Colorado CNAfME President, hereafter referred to as the President, shall be a General Collegiate Member having paid state, national and local chapter dues. The President must also have been nominated by their local chapter.

2. The President shall represent General Collegiate Member interest at the College and University Music Council, hereafter referred to as the CUMC. The President shall attend the annual June and August Planning Meetings (dates to be determined by the CMEA President).

3. The President is responsible for communicating news, updates on CMEA events, planning CMEA events, and finding an advisor to assist in the organization of these events.

4. The President shall serve a term of one year, after completing the requisite term as President­Elect in the year prior. The term shall begin at the end of the Saturday General Assembly Meeting and will terminate upon the adjournment of the Saturday General Assembly of the following Clinic/Conference year.

B. Colorado CNA​f​ME President­Elect

1. The Colorado CNAfME President­Elect, hereafter referred to as the President­Elect, shall be a General Collegiate Member having paid state, nation and local dues. The President­Elect must also have been nominated by their local chapter. 

2. The President­Elect shall assist the President in representing General Collegiate Member interest at the CUMC. The President­ Elect is highly encouraged to attend the annual June and August Planning Meetings.

3. The President­Elect is responsible for learning all of the duties and procedures of the president. They must assist the President with communication of news, updates on CMEA events, planning CMEA events and finding an advisor to assist in the organization of these events.

4. The President­Elect shall serve a term of one year, having been nominated and voted upon the conferring of the General Assembly. The President­Elect must be enrolled as Junior or less at their respective Colorado University in order to be considered for the candidacy as the overall term spans a two­year commitment. The term shall begin upon the conferring of the General Assembly and will terminate upon the adjournment of the Saturday General Assembly of the following CMEA Clinic/Conference Year­­at which point they will begin their term as President.

C. Secretary of Communications

1. The Secretary of Communications, hereafter referred to as the Secretary, shall be a General Collegiate Member having paid state, national and local dues. The Secretary must also have been nominated by their local chapter.

2. The Secretary is responsible for being a liaison between the state chapter and the local chapters. This officer’s duties include updating the contact roster containing information of the local chapter presidents, making sure that the chapters are linked, emailing out communications from the President and President­Elect, and making sure that all chapter information is current and correct.

3. The Secretary shall shall record content of the General Assembly Meeting and post the meeting minutes to the local chapter presidents after the annual Saturday General Assembly.

4. The Secretary shall serve a term of one year, beginning at the time of election and terminating at the General Assembly Meeting in the following CMEA Clinic/Conference year.

D. Instrumental Representative

1. The Instrumental Representative will be responsible for sitting in on Instrumental Music Council meetings and reporting their findings to the NAfME Chapters. 

E. General Music Representative

1. The General Music Representative will be responsible for sitting in on General Music Council meetings, and reporting their findings to the NAfME Chapters.

F. Vocal Representative

1. The Vocal Representative will be responsible for sitting in on Vocal Music Council meetings, and reporting their findings to the NAfME Chapters. In the case of a choral conducting clinic, the Vocal Representative will assist the serving president in selecting conductors and clinicians.

G. Colorado CNA​f​ME Executive Board

1. The Colorado CNAfME Executive Board, hereafter referred to as the Executive Board, shall be comprised of the aforementioned officer positions.

2. The Executive Board shall hold at least one monthly informational meeting via Skype, E­mail chat, or otherwise during the academic year in order to best serve the interests of the General Collegiate Membership.

Article IV: General Assembly Operations and Procedure

Section 1. The General Assembly shall meet once a year on the Saturday of the annual CMEA Clinic/Conference at 10:00am in Colorado F and shall follow a procedure as outlined in the agenda, having been posted at least one week in advance for the viewing of the General Collegiate Membership. The General Assembly Meeting is designed for the purpose of convieing the General Collegiate Membership for annual chapter reports, officer elections and other Colorado CNAfME business.

A. Chapter Reports

1. Each local chapter president shall share the progress and innovations of their respective chapter with the General Assembly. The report should last between one and three minutes.

B. Officer Elections

1. Elections shall take place for the positions of President­Elect, Secretary, Instrumental Representative, Vocal Representative and General Music Representative and shall be officiated by the President and President­Elect. 6

2. Candidates for election shall be General Collegiate members in order to be considered and shall be nominated by their local chapter. Each chapter is allowed one candidate per position.

3. After nomination, candidates must present a platform lasting no more than three minutes. After all candidates for a given position have spoken, the candidates will leave the room and the voting process will begin. Each university is allotted ONE vote, and universities who have no members present will forfeit their vote. Candidates are unable to run down should they lose an election, except in the case that there are no candidates running for a certain position. If a candidate should run unopposed, they are still required to present their platform and follow the formal voting procedure.

C. Additional Business Items

1. Addition Business Items during the General Assembly include, but are not limited to, guest speakers, important Colorado CNAfME updates and amendments to the Constitution and Bylaws.

Article V: Amendments and Authorization

Section 1. Amendments to this document, the Constitution and Bylaws, are to be proposed at least one week in advance to the annual Saturday General Assembly Meeting for the convenience of the General Collegiate Membership. Any amendments to this document require a two­thirds majority vote of the General Assembly. Each University is allotted one vote, and universities not in attendance will forfeit their vote.
